A Phony Carjacking Scheme?

Really? A “phony carjacking scheme”? Some silly news story about a plot to smuggle cars to Iraq claims a “phony carjacking scheme” was behind this. So, did they promise to actually carjack vehicles, but they unlawfully didn’t steal them? I’ll bet the cops were mad when they found out criminals were shirking their responsibilities to steal cars from people! And they were probably being paid anyway, even though they weren’t earning their misbegotten gains! Now that’s what’s really criminal here: lazy carjackers sitting around not stealing stuff and putting in fraudulent time cards! Shame on them! It’s getting to where you can't trust anyone anymore.

I’m sorry, but this description of a “phony carjacking scheme” sounds really stupid.
