Police Killing More People Than Terrorists?

That NSA leaker guy Edward Snowden claims the American police kill more people each year than terrorists. Hmm, is this another quota system set up by the top brass, like with traffic tickets and arrests and stuff? I don't know that I think that's the best idea to use quotas for how many people the police kill. But, hey, I guess they're the experts, right?
